Yes. Builder slabs carry a curing compound film that nothing bonds to, and a fresh trowel finish is too smooth for a coating to grip. Grinding is what makes it last.

Why New Slabs Still Need Prep
The Slab Situation in St. Johns
Most of St. Johns was built in the last fifteen years, so the slab under your garage is newer than most Gary works on. Newer isn't the same as ready. Builders spray curing compound on fresh concrete, and that film has to be ground off or nothing bonds to it. New slabs also hold more water for the first year or two, which is why the moisture test matters here as much as it does at the beach.
The upside of a newer slab: fewer cracks to repair, flatter floors, and a cleaner canvas for the flake blend. Once it's ground and tested, a St. Johns garage is one of the easier floors to make look like a showroom.
